This is probably a register of the transmission of "police characters"; details given are: convict's police number, name, ship, date document received, where from, where and date sent. These "police characters" were a copy of the convicts entry in the conduct record (CON31) with a physical description on the back. When a convict was assigned his "Character" would be sent by the Muster Master to the local Police Magistrate and in the local Police Office each offence would be added to the record and the parchment would accompany the convict wherever he went.
