ADMINISTRATION AND HEALTH COMMITTEE Terms of Reference Make recommendations on the following matters, except in such cases as the Council delegates to the Committee or Administration the authority to direct and determine without further references: 1. Personnel, a) applications from individual departmental officers and employees regarding training, study, general conditions of employment or off duty income earning proposals, b) Committee proposals for the consideration of the Policy and Budget Committee relating to suggested policies for general application on personnel matters. 2. Industrial relations and Board of Reference. 3. City Inspectors section functions. 4.Elections, a) Administrative procedures, b) Staffing and fees, c) Polling booths. 5. Clerical organisation, clerical organisation and methods relating to all departments. 6. Information and publicity, a) publications and information service, b) media, c) city promotion. 7. Cost control - Administration Department - measurement of financial performance against budget of the Administration Department and any action arising there from. 8. General operation - Administration Department: - matters concerning the general operation of the Administration Department, including recommendations to Policy and Budget Committee on variations to staff establishment or classification. 9. Property management, a) Weighbridge, b) Rented and leased properties, c) Crematorium and Cemetery, d) Olympic Pool, e) Town Hall and City Hall bookings, f) Salamanca Market, g) proposals for variations to charges in respect to a) to g) for referral to Policy and Budget Committee. 10. Welfare, a) Family Day Care Scheme, b) General. 11. Health, a) food - inspection of foodstuffs, delivery vehicles, places of preparation, manufacture and sale - seizure and legal action, b) licensing - food purveyors, vehicles, places of public entertainment, sawbenches, c) registration 0 stables, pigsties, noxious trades, d) inspections - relevant to b) and c), controlled disposal area, houses, complaints re: Public Health, etc., e) sanitary services and public conveniences - administration, f) poultry, animals and birds - nuisances arising therefrom, g) infectious diseases - disinfection and notification, h) immunisation, i) disinterments and reinterments, j) bacteriolytic tanks - installation in conjunction with Public Health Department, k) rubbish - on private property, l) trees - on private property, m) Medical Officers reports and statistics - all matters relating to health and sanitation and setting of standards, n) general.
