Richard Meagher was born in Victoria and married Eliza Tracey. They had two sons, one of whom, Norman R C Meagher, was killed in France in World War 1. Richard wrote a memoir about his dead son c.1918.;;Richard Meagher was involved in municipal life and was an alderman on the Hobart City Council from 1910 -1918, and Mayor in 1914. He was appointed Public Service Commissioner in 1922 and served on various boards and committees throughout his life.
