John Peter Derrick Bingham, who usually went by his middle name of Peter, was born in India on 14 September 1913, the elder son of Hon. Hugh Terence de Burgh Bingham (1885-1946), engineer, and Dorothea Minnie Sinclair. He was educated at Cheltenham College, Cheltenham, Gloucestershire, and at the Royal Military College, Sandhurst, Berkshire, England. 

Mr Bingham married firstly Mary Machen Rose in January 1939 and divorced in 1954. They had two children - Robert (1941) and Angela (1944). He married secondly Jean Hogarth in 1954.

Mr Bingham worked at the Launceston Town Hall for about 20 years. He was the Mayor's Secretary and Committee Clerk. He was instrumental in getting Launceston's Coat of Arms registered (he modified the original design). He died aged 64 on 24 Feb 1978.
