John Hope Millar (known as John Millar) was born in Arbroath, Forfarshire, Scotland. Aged 16 he sailed from Leith per the barque George of Kircaldy, arriving in Hobart in October 1841. Initially Millar worked for a Mr Learmouth at William Wood near Ross and shepherded in the lake country. He then spent several years at Runnymede, before settling in 1851 at Westwood, near Carrick. Millar was the overseer of Meander Farm/Westwood Estate (NG3664), from 1851 to 1857. As well as managing the Westwood estates, Millar assisted in the control of Quamby, Cormiston and other properties. His papers included ledgers from the management of Westwood. Millar remained as agent for Mrs Brooke of Westwood and later for her estate from the time she left Westwood house in 1864 to his death in 1909. In 1857 he took over the lease of 2500 acres situated up the Meander River on the western side of Westwood. This property was known as 'Forresters', after the first tenant of the original grant of 1109 acres. Millar lived at Forresters for 11 years. In 1866 he purchased 4620 acres of land at 'Springlands', building a house and developing the land. He moved to Springlands in 1868, residing there until his death in 1909. For a short time in the early 1870s Millar was in the Tasmanian parliament for the electorate of Westbury. The Cornwall Chronicle of 1874 records "Mr Millar sat for two of three sessions in Parliament, and has proven himself a diligent and painstaking representative."
