The Council administered the licensing of agents and auctioneers, and heard complaints on professional and ethical conduct according to the provisions initially of the Auctioneers and Estate Agents Act 1959, and later the Auctioneers and Real Estate Agents Act 1991.;;;;The Council was replaced in 2006 by the Property Agents Board under the Property Agents and Land Transactions Act 2005.
