A Cabinet decision in March 1993 changed the direction of the former Tasmanian Centre for Information Technology. The Communications and Computing Division (CCD) was set up to provide core information technology services to the Government and agencies. Its Business units included Voice Communications (TASINET), Data Communications (Networks Tasmania), Computer Applications Support, Computer Operations Support, Open Communications Systems and Training. 

By October 1993 a decision was made to add the Information Strategy Unit (ISU) and a director of the unit was subsequently appointed in April 1994. 
The function of the ISU was to provide advice and support to senior agency management, on a whole of government basis, on business process re-engineering and best practice imformation management.

By 1995 the CCD business units comprised of TASINET Communications, Networks Tasmania, Finance Branch, Information Strategy Unit (ISU), Corporate Information Projects and the Office of Multicultural and Ethnic Affairs.
