Description:
The 1906 Local Government Act stipulated that in certain circumstances the central government could substitute nominated commissions for elected councils. This usually happened if a) there was a vote of no confidence placed in the council by the ratepayers or b) if for some reason the council lacked a quorum. In the case of Kingborough the change from council to commission was initiated by the Auditor-General. The Committee of the Governor then decided that it was in the interests of the State and of the public that the powers and the functions of the Council of the Municipality of Kingborough should be vested in a Commission.;;Edwin Maxwell Dollery was appointed to be Chairman of the said Commission. A motion seeking a return to an elected council was approved at the annual meeting of the Kingborough Ratepayers Association on 24.9.1969, but cabinet gave the commission a reprieve until 30.6.1971.
