The Carnarvon Cemetery Trust was appointed to manage the Carnarvon Public Cemetery. It would appear that no particular rules and regulations for the Trust were ever gazetted, nevertheless, the appointment of Trustees was gazetted in October 1887. The first burial occured at the cemetery in June 1883. The township of Carnarvon reverted to its original name of Port Arthur in 1929.;;;;The Cemeteries Act 1940 transferred responsibility of Cemetery Trusts to the local council.
