The Westwood Road Trust was appointed to look after road infrastructure in the area of Westwood, Rosevale, Selbourne and Birralee. The Trust consisted of seven members. John Millar was a member for the whole life of the Trust. Other Trustees included Henry Crockford, William Jones, Henry William Bennett, Robert Harris, William Aggas, John Malay, C W Allen, R Symmons, Peter Quigley, Patrick Killalea, and Thomas Squires. The Trust had the power to determine a rate based on annual property values assessments. The total of these rates was matched by a Government contribution. ;;The first meeting of the Trust was held in 1864. At this time the district was divided into Upper Westwood (Rosevale, Selbourne and Birralee) and Lower Westwood (Westwood). The Road Act required an annual public meetings be held where the Trustees would meet with landholders. This meeting would include annual elections of Trustees. ;;A key project of this trust was the building a bridge on the road between Hagley and Beaconsfield over the Meander river. Bridges were key to making the area accessible. Without them access was only possible by fords or through the bush to the West Tamar. The fords were of use for only limited periods of the year. A wooden bridge was constructed in the early 1850s, possibly by the Landales, however as a wooden bridge it was impassable at times of floods.;;The Local Government Act of 1906 saw the functions of all Road Trusts taken over by the respective municipalities. The Westwood Road Trust held its last meeting in December 1907.
