Dr. John Russell, Assistant Surgeon of the 63rd Regiment, was the first commandant of the penal settlement at Port Arthur (from September 1830 to July 1831)
Title inscribed in pencil on verso in unknown hand.
Also inscribed in pencil on verso 'Drawn from nature Settlement commenced Septr 1830 by order of H.E. Lt. Govr Arthur'.
Conservation: In acid-free mount. Removed from frame Dec 1994.
Exhibited: On display August 1992 - Nov. 1994.
